I was waiting for an old lady to finish crossing the street in downtown Pullman where the roads were just remodeled to better suit pedestrians. While waiting, the man and his dog in this white Toyota Camry sped past the short line of cars that had formed in no more than 30 seconds and cut in front of me, nearly hitting the woman. She gasped and fell against her parked car that she had just gotten past. I honked at the man and asked him what he was doing, and he promptly gave me the middle finger before speeding off, cutting off other traffic and running a yellow/red arrow. He didn't get very far before I was right behind him again because it's downtown and traffic is heavy. I was able to snag a picture before he flipped me off one more time and sped off toward the usual storage in Pullman.
