Appeared intoxicated this morning, or just reckless. Unsure, driving slow then fast, in and out of lanes, almost off the side of the highway. This was on 295 heading north, first near exit 3 or route 37; the driver came onto 295 from route 37. Then sped up to another driver which they almost hit. It was very scary. They switched lanes, almost hitting another vehicle. I was behind them and decided to stay far back. The driver then switched back to the left lane and sped up a lot, then just randomly slammed on their brakes, which almost caused another vehicle to flip because they tried to avoid a collision and moved into another lane. This driver should be addressed; they are putting lives at risk. This was scary.

Driver was driving extremely close and almost ran another driver off the road in an attempt to pass them. Then, sped up in the high-speed lane and suddenly braked, almost causing a pile-up on 295. The other vehicles had to swerve, and one SUV almost flipped over.
