Was doing 30mph in a residential zone. Did not stop at a designated intersection where myself and my dog were present and entering the road to cross the street. I was in the street on her right and she was turning left; the driver did not once check her surroundings and continued to speed on her turn as I was standing in the street with my dog. The driver did not stop nor press on her brakes as she continued to speed into the intersection, not even looking for any oncoming traffic or other potential crossing pedestrians. Once the driver was around the corner, she parked on the oncoming side of the street facing the wrong direction.
